Looking for info on IVA

Hi all.
I did not have to go through IVA/SVA (my car was built during the lead up to SVA but as I completed the car before the government got their act together I didn't have to take the test) so I don't have any experience of if but I'm currently trying to help out a fellow kit car builder who has got himself in a bit of a mess (and seems he's also been taken advantage of by some unscrupulous "mechanics") having taken on an unfinished project which, as far as I can tell dates back to around 2009.

I've not actually seen the car yet, although it seems there is still significant work (and cost) to go to complete but my advice to the gent so far is that he should assess the viability of getting car through IVA particularly considering its age.  My thoughts being that if this is not possible then there is no point in putting any more cost into the project.
Straight away there would appear to be a problem with the engine (a GM LS of some description) as he tells me it has no identifying marks either stamped engine number or block/head castings. As I say, I've not seen it yet so don't know if this is correct.

So my question is, is there some sort of manual available which details all the requirements for IVA complience and if so where I can get this?
