DVLA will issue you one if you ask.
It then has to be stamped into the chassis.

Dear All
I am hoping someone can advise, I have the receipts for the purchase of my kit, but not the components from the donor car or V5. What can I do to obtain a 17 digit registration.  I have asked Adrian Cocking whom I purchased the kit from but he just isn't interested in sorting this for me.
